Erez Halfon Joins Nefesh B’Nefesh as Vice Chairman Following almost a decade of public service, Halfon to continue to advocate for Aliyah from the private sector
(JERUSALEM; 19 JULY 2009) – Nefesh B’Nefesh today announced the appointment of former Director General of the Ministry of Immigrant Absorption, Erez Halfon, as Vice Chairman of the organization. Halfon will assume the new position on September 1, 2009 and be responsible for enhancing the organization’s strategic partnerships with Israeli government bodies and agencies, and furthering its ties within the Jewish World.
The appointment comes at a pivotal time for Nefesh B’Nefesh, as it experiences a record year of Aliyah, with over 3,000 Olim arriving this summer alone, and as its operations are increasing in order to meet the growing demand.
Halfon will be joining the organization after serving as Director General of the Ministry of Immigrant Absorption for nearly three years, in which time he instituted various reforms which vastly improved the absorption process for Olim and returning citizens. Most celebrated among them was the implementation of an extensive international campaign to attract returning citizens back to Israel, including the introduction of new tax breaks for Olim and returning citizens. As Director General, he was responsible for 650 employees while overseeing a budget of over NIS 1.5 billion. Prior to his tenure at the Ministry, Halfon served under Prime Ministers Ariel Sharon and Ehud Olmert (2001-2006) during which he served as special counsel to the Prime Minister with regard to the Municipal Councils, was a member of the special planning forum for the Prime Minister as well as additional leading supporting roles for each Prime Minister.

Speaking today at a ceremony on “Ammunition Hill” in east Jerusalem - the site of one of the bloodiest battles of the 1967 war President Shimon Peres and Prime Minister Netanyahu marked the 42nd anniversary of the reunification of Jerusalem by firmly stating that all of Jerusalem will always remain under Israeli sovereignty.
President Peres stated: "The size of Jerusalem is measured not by its geography but by its history," said the president. "Geographically, Jerusalem has no distinction; no river runs through it, there is no beach nearby and the mountains surrounding are not extraordinarily high. But there is no city in the world with a historical wealth to match Jerusalem, both political history and spiritual history." "Holy to half of humanity, Jerusalem is religiously open to all faiths and its spiritual sovereignty is God's alone," the president said.
Emphasizing the centrality of Jerusalem to Judaism and Israel, the president stressed that "Jerusalem was, and remains Israel's capital. Israel never had a different capital and Jerusalem has never been the capital of another people. Fierce battles took place here, more than anywhere in the world. The city charmed rulers who wanted control of it, it drew in peoples who wanted to force the city to serve their purposes. Legions sieged its walls, and the Jewish people had to defend its spirit as well as its alleyways time after time. At times Jerusalem almost met its undoing but it remained the inextinguishable hope of the Jewish people, which pledged 'never to forget thee, O Jerusalem.'"
Peres also spoke of the pluralism the city enjoys under Israeli rule: "When Jerusalem was in non-Jewish hands, Jews were not allowed to pray at the holy places, while under Jewish rule, it is open to all faiths and all forms of prayer.
Prime Minister Netanyahu stated: "United Jerusalem is Israel's capital. Jerusalem was always ours and will always be ours. It will never again be partitioned and divided."
Indeed, for more than 3,000 years, the Jewish people have looked to Jerusalem as their spiritual, political, and historical capital, even when they did not physically rule over the city. Today, we celebrate the 42nd anniversary of the reunification of Jerusalem. We recognize and take pride in Jerusalem continuing to be under Jewish political rule in the modern state of Israel. Politically disconnected from our eternal capital and banned from its religiously integral sites for so many years, commemoration of the reunification of 1967 holds a special place in the hearts and minds of the Jewish people. The Zionist Organization of America (ZOA) has called upon Members of the Knesset (MKs) and other Israeli officials, journalists and Jewish leaders who gave their support to the 2005 Gaza/northern Samaria unilateral withdrawal to apologize to the Israeli electorate, which had voted overwhelmingly against that proposal in the January 2003 elections (when then-Labor leader, Amram Mitzna, lost decisively to Likud after campaigning strongly on a platform of unilateral withdrawal), as well as to the Jewish people and the uprooted Jews of Gaza and northern Samaria, whose lives have been turned upside down.
Since the unilateral retreat from Gaza, the terror groups have enjoyed a massive boost in morale and Palestinian support, Gaza has been given over to terror groups who have smuggled in huge amounts of offensive weaponry and launched thousands of rockets upon Israel, while Al Qaeda affiliates have established themselves in the territory which Hamas seized by force from Mahmoud Abbas' Fateh in 2007. Such an apology should include a public recognition that one-sided concessions and withdrawals to an unreconstructed Palestinian Authority (PA) can only lead to more violence, not peace.
In a meeting with American Jewish leaders at Blair House in Washington D. C., on April 13, 2005, before the implementation of the unilateral withdrawal, then-Israeli Prime Minister Ariel Sharon told ZOA's President, Morton Klein , in front of 30 other American Jewish leaders, that the withdrawal would "reduce terror and give Israeli citizens the maximum level of security. It will increase security for the residents of Israel and relieve the pressure on the IDF and security forces." He also said to Klein that once Israel removes the Gaza Jewish communities and leaves Gaza, any military need to intervene in Gaza would be acted upon immediately and with overwhelming force and because of Israel's withdrawal, the whole world would then support anything we need to do. It is now clear that the very opposite has come to pass. Israel waited three years after the Gaza withdrawal and 7,000 missiles later before responding to protect its citizens, and yet the world and the United Nations, from day one, has condemned Israel repeatedly and continuously for her actions and pressured her to stop.
The following is a sampling of comments by Israeli officials who supported unilateral withdrawal, saying it would boost Israeli security and reduce terrorism:
· Then-Defense Minister, current Kadima MK Shaul Mofaz: "I anticipate that the level of terrorism will drop after the disengagement and after pragmatic Arab forces take control." (Israel National News , July 2, 2004); "I'm convinced that the process is necessary and correct. It will give more security to the citizens of Israel , and will reduce the burden carried by the security forces. It will extract the situation out of stagnation and will open the door to another reality, which will allow talks towards co-existence. (Speech to the Knesset, October 2004). · Current Likud leader, Binyamin Netanyahu: "Let there be no mistake. On the Referendum, I will support the plan." (Speech to the Knesset, October 2004). · Likud MK Yuval Steinitz: "I think the plan, with these restrictions, is trustworthy. It's not an easy plan, but it has a good chance of improving our geo-strategic situation." (Speech to the Knesset, October 2004). · Then Likud MK, now Kadima MK Meir Shitreet: "Some argue that there will be a threat, threat of escaping, threat to the Negev communities. I have never heard such a ridiculous claim. (Speech to the Knesset, October 2004). · Labor MK Dani Yatom: "Before the withdrawal from Lebanon , the Intelligence Directorate also threatened us with Katyushas reaching Hadera and we see what actually happened. I estimate, and my estimate is just as valid as those that threaten us with horrors, that after we leave the Gaza Strip, terrorism will decrease, not increase." (Maariv , February 5, 2004). · Labor MK Orit Noked: "I want to believe that as a result of the eviction from Gaza , moderate Palestinian factions will grow stronger, terrorism will be reduced." (Speech to the Knesset, October 2004). · Labor MK Ofer Pines: "I want to thanks [then-Prime Minister Ariel Sharon for the unilateral withdrawal policy] for he gives me and my wife hope that my son, when recruited, won't have to serve in Gaza Strip." (Speech to the Knesset, October 2004). · Meretz MK Ran Cohen: "The Disengagement is good for security. Right wing representatives spoke of Qassem rockets flying here or there. I'm telling you, if you want to spare both Sderot and Ashkelon, we have to understand that if we won't get out of Gaza Strip, in two-three years, or even a year, the range will extend to Ashkelon ." (Speech to the Knesset, October 2004).
Other Likud MKs, including current Prime Minister Ehud Olmert, current foreign Minister Tzipi Livni, Silvan Shalom and Limor Livnat also voted in favor of the unilateral withdrawal policy.
ZOA National President Morton A. Klein said, "These statements which have been proved so disastrously mistaken, should not be forgotten as we contemplate the past three years of rapid security deterioration in the southern part of Israel . Whole cities like Sderot have seen a third of their population move away despairing of their safety and a normal life amid constant rockets, sirens, and life beneath ground in bunkers. Ashkelon with its vital national infrastructures has been struck repeatedly with missiles. Israel 's second largest port, Ashdod , is being hit. A missile has now reached the outskirts of Tel Aviv. About a million Israelis now lives in daily fear and insecurity from the rocket attacks that increased exponentially since the unilateral withdrawal from Gaza, did not end with the so-called ceasefire of last year, and were resumed with renewed intensity prior to Israel's launching of Operation Cast Lead on December 27. "In these circumstances, it is high time for all MKs, journalists and others, regardless of party affiliation, who supported the process of unilateral withdrawal to apologize to the Israeli electorate. They should explain that they now understand the disastrous consequences of unilateral concessions to an unreconstructed Palestinian terror regime. They should acknowledge and apologize for the fact that implementing the unilateral withdrawal from Gaza and northern Samaria deeply harmed the lives of the 10,000 Jewish men, women and children who were forcibly uprooted from their homes, synagogues, schools and businesses in Gaza for no gain at all and that, as a result, peace is further away than ever.
"Doing so would help restore public trust in the Knesset and the political system and be the best demonstration of honesty and the willingness of political figures to stand accountable to the electorate for mistaken and failed policies which they advocated. We fully endorse the sentiments expressed today by the distinguished veteran journalist, Nadav Shragai in Haaretz, (the New York Times of Israel) in his piece 'Just say you're sorry' which we reproduce below: Now, after the war and just before the election whirlwind sucks in our politicians once again, it would be appropriate for many of them to go out of their way and visit the mobile-home sites where those uprooted from Gush Katif live. This way they can tell them one small thing: I'm sorry. Tzipi Livni, Ehud Olmert, Shaul Mofaz and Benjamin Netanyahu , the Israel Defense Forces and the police should do this - they, their agents and everyone else who initiated, implemented and aided in using force to uproot 10,000 people from their homes in Gush Katif and Northern Samaria , maliciously and without any real purpose. Everyone who saw some good in the evil of the disengagement and evil in the good of Gush Katif has turned light into darkness and darkness into light. At the very least, they are obligated to make this small apology. This includes the judges of the High Court of Justice who did not even bother to visit Gush Katif and made do with defense experts acting on behalf of the state 'because that is the position of the court since it was founded.' The justices who ruled as they did because they automatically assumed that such a plan 'improves the security situation' because 'the evacuation reduces the desire of the Palestinians to harm the Israeli population.' It would be appropriate for the honorable justices to take a vacation day as an act of forgiveness and go down south for a close-up look at the results of their decisions. This also includes the media, which provided a challenge for Ariel Sharon and allowed him to turn a prosperous agricultural land, a world full of communities, synagogues, yeshivas and magnificent educational institutions into piles of rubble. Also the heads of the IDF and Shin Bet security service who never spoke in public what they whispered in the backrooms, and the soldiers and policemen who dragged the pioneers of Kfar Darom and Neveh Dekalim from their houses while raining blows on the demonstrators who understood what would come. The apology must also include everyone who painted those who warned that the rockets from Gaza would reach Sderot, Ashdod and Be'er Sheva as delusional and opponents of peace. Everyone who promised that they would 'give it to them' after the first Qassam, but in the end cried about the moral and international constraints that prevented them from doing so, and for years abandoned the south. It must include those who took the name of democracy in vain and aided Sharon in deceiving Likud members and breaking his promises to honor Likud's decisions once it became clear to Sharon that the party's members did not agree with him. You, too, who paid almost no attention to the hundreds of thousands who tried to stop the evil, who paid no attention to those who internalized the lessons of Oslo and warned that we should not give them land and guns again. You who paid no attention to those who warned of the Hamastan state, foresaw exactly the trajectories of the rockets, and understood that this was something we gave away for free, a further disintegration of our power of deterrence and an adrenaline shot for terror. Now rise and ask for forgiveness from those who paid the highest price, with their bodies, souls and property for your close-mindedness, arrogance and wickedness. Ask for forgiveness from the Gush Katif expellees, the noble souls who did not steal land from anyone, who made the empty dunes bloom as ambassadors of the State of Israel and who turned into the south's security buffer and absorbed over 6,000 Qassams and mortar shells with their bodies and belongings in the last years of Gush Katif. Ask for forgiveness from those who swore to "win with love" - who believed and sowed until the very last minute; from those who did not raise a hand against the soldiers. Apologize to those who continued to enlist in the IDF and pay the ultimate price even after they were expelled from their houses, because they understood that the state - the national homeland of the Jewish people, even within limited borders - is still bigger than any mistaken and confused government. There is no way to know if they will forgive you, but you at least need to ask." * * *

by Hana Levi Julian Prime Minister Ehud Olmert slammed international calls for restraint by IDF forces in Gaza, as the Cabinet met Sunday to decide on Israel's next moves in Operation Cast Lead. "For many years we've demonstrated restraint. We reined our reactions. We bit our lips and took barrage after barrage," said Olmert in remarks at the opening of the weekly meeting of government ministers. "No country in the world – not even those who preach morality to us – would have shown similar patience and self-control." The prime minister's comments appeared to be aimed at the United States, which abstained last week from a vote and allowed the United Nations Security Council to pass Resolution 1860, calling for an immediate ceasefire and withdrawal of all IDF forces from Gaza. On January 8, U.S. Secretary of State Condoleezza Rice praised the Council for passing the resolution, which she called "a step toward our goals." Although she noted that the U.S. recognizes the right of Israel "like other states, to exercise its right of self-defense," she softened the statement by adding "We have said to Israel that it is obligated to take feasible steps to minimize the impact of any actions on civilians." The fact that IDF soldier Gilad Shalit continues to be held in captivity by Hamas terrorists more than two and a half years after being kidnapped in a raid on an army base near the Kerem Shalom Crossing merited only a passing mention: "Ladies and gentlemen, I want to remind the Council also that Hamas continues to hold IDF soldier Gilad Shalit, and he must be released." No mechanism for forcing Hamas to comply with the demand was proposed. Rice also urged the Council to "keep our eye on the goal of Resolution 1850, which we passed in this chamber a short time ago. That is the goal of establishing an enduring commitment to mutual recognition; freedom from violence, incitement, and terror; and a two-state solution, building upon previous agreements and obligations. All UN member-states bear a responsibility to promote these principles and to help the parties toward the establishment of a State of Palestine to live in peace, side by side with the state of Israel." Olmert: 'Did Not Delude Ourselves' About Int'l Double Standard "We did not delude ourselves that what seemed natural, clear and self-evident for any other country, would be received with a proper measure of agreement given that the State of Israel is involved," he noted bitterly. "This did not impair, and does not impair, our determination to defend our residents." Olmert repeated a refrain reiterated in almost every statement by Foreign Minister Tzipi Livni since the operation began: "We have never agreed that someone should decide for us if we are allowed to strike at those who bomb kindergartens and schools and we will never agree to this in the future. No decision, present or future, will deny us our basic right to defend the residents of Israel." The prime minister also praised the defense establishment, and particularly "IDF fighters and commanders," IDF Chief of Staff Lt.-Gen. There is so much to say about events over the past few days, but I will try to keep mine very short. The web is full of relevant materials.
a. As usual, the press and the Israeli political establishment are ignoring what actually produced the massive rocket attacks on the Israeli south, namely the pusillanimous decision to expel the Jews from the Gaza Strip and to turn the area over to the Hamas. The result of that cowardice was entirely predictable and was predicted in these quarters.
The Israeli politicians at the time whined that there was no choice but to act as they did, the same whine they chant every time they do something catastrophically stupid entirely by choice. The only lesson learned by the Olmert people is that the same arrangements that produced the hundreds
of rockets on the Israeli south this week must be repeated in the West Bank.
b. Air strikes are dramatic and produce a nice warm fuzzy feeling in Israelis watching the film clips of buildings and bunkers exploding, and this time were far better planned than in the 2006 war against the Hezbollah. However, they cannot produce real change nor solve the problem. This was proved in Lebanon in 2006.
c. There is only one solution that can work = R&D = Re-Occupation and Denazification. Everything else is a delusion.
d. Those who think the Israeli government is serious about fighting terror this time need to explain why Israel is still warning the Hamas about which buildings will be bombed before they ARE bombed so that the people there can be gotten out. Also needed is an explanation for why Israel is still transferring supplies and funds to the Hamas in Gaza in the middle of the battle, including of course sugar from which Qassam rocket fuel is produced, and why Israel has not turned off the electricity
so that the press propagandists cannot serve Hamas.
e. It is of great value that the Hamas CONTINUE to fire rockets at Israel. Otherwise, the Olmert government would call a halt to the Israeli attack against the Hamas, and return to goodwill measures, “signaling,” and new appeasements.
f. A law should be passed making it illegal for an Israeli politician to use the word “signaling.” Any such pol should have his mouth washed out with turpentine.
g. It is clear to all that Israel should never have agreed to any “ceasefire” with the Hamas, especially not to one that left Gilad Shalit in Hamas captivity. There is a serious danger that Olmert and his people will now agree to a new ceasefire in which Shalit remains captive.
h. While it has not yet happened, there is a non-trivial danger that the Hezbollah will open up rocket fire at northern Israel any time now. The same person who moved the Hezbollah up to the Israeli border with its thousands of rockets, Ehud Barak, the man who essentially shot 4000 rockets at Northern Israel in 2006, is now pretending to be a tough fighter leading the battle against the Hamas.
i. Anyone who thinks the Israeli Left is merely stupid and not treasonous is being proven wrong every minute this week.
j. While we all know that the overseas Left is not just anti-Zionist but also anti-Semitic, it is also increasingly Nazified, as it cheers on the Hamas attacks on Jewish children and denounces Israel as a Nazi country when it defends Jewish children. Not a single one of the anti-Israel protesters on British and American campuses had been protesting when the Hamas was “only” shooting rockets into Sderot every day.
k. The international Left would denounce a Jewish partisan in 1944 who shot an SS officer and would use it as proof that all of World War II is about Jewish mistreatment of innocent Germans. Haaretz would agree.
l. Israeli Arabs are massively expressing their contempt for Israel’s existence and their open identification with and support for the Hamas, cheering every rocket that lands on Sderot or Netivot. Every Israeli university has seen pro-Hamas protests by Arab students carrying flags of “Palestine,” in some cases where Jewish leftist students and professors join them. At the University of Haifa law school lecturer Ilan Saban was one of several leftist faculty members who demonstrated with the pro-Hamas horde.
m. Amos Oz and A.B. Yehoshua have articles in the Italian press today protesting Israel’s bombing Gaza. David Grossman has a long piece in Haaretz today demanding an immediate end to Israel shooting back. None of these writers ever found the time to publish articles anywhere calling on
the Hamas to stop firing hundreds of rockets at Jewish civilians.
n. For those who missed the humor, the name of the operation, “Cast Lead” or in Hebrew Oferet Yitzuka, comes from a children’s Hannuka song about Daddy bring home a little Hannuka menorah made of cast lead. It is a song well know to all Israelis, even the most secular, and its choice
symbolizes the unification of Israel behind the savages.
o. I have been convinced so often and so incorrectly over the years that the Israeli Left and the Israeli academic world will be jolted into rationality by events. One of the most convincing times was when my own university was being targeted by Hezbollah rockets in 2006. Sure THIS will wake up the moonbats, I believed. I was wrong every single time.
Every single time the Left lay low for a few days and then emerged all the more convinced that appeasement and capitulation must be the only Israeli policy. There is no doubt that this time things will be the same. Haaretz is already cover-to-cover denunciation of Israel’s operations and calls for immediate ceasefire and “negotiations” with the Hamas. Any day now hundreds of Israeli academics will be calling for Israel to meet the Hamas’ demands.

“Operation Tefillah, Torah & Troops” Gets Underway
As the members of the Israel Defense Forces (IDF) battle Hamas terrorists and Palestinian militants in Gaza, leading international Torah scholars have launched a worldwide effort aimed at providing them with spiritual support.
“Operation Tefillah, Torah & Troops,” which was launched by Rabbi Simcha HaCohen Kook, the Chief Rabbi of Rehovot, Israel, and the Bostoner Rebbe (Rabbi Levi Yitzchak Horowitz) of Har Nof, Israel, partners people from around the world with soldiers in the IDF. Each person who takes part in “Operation Tefillah, Torah & Troops” is paired with an Israeli soldier, and is responsible to say tefillot (prayers), learn Torah, and do special acts of chesed (kindness) on behalf of that solider.
Rabbi Kook and the Bostoner Rebbe noted that this concept is one that has been a part of the Jewish people for thousands of years. When Moshe Rabbeinu (Moses) led the Jewish people to war with the nation of Midyon, for every person who went to battle, there was a designated person who was responsible for praying and learning for him. Throughout his reign, David HaMelech (King David) utilized this practice as well. During the war in Lebanon in the summer of 2006, more than 50,000 people worldwide participated in this initiative spearheaded by Rabbi Kook and the Bostoner Rebbe, and facilitated in North America by the National Council of Young Israel.

Rabbi Pesach Lerner, the Executive Vice President of the National Council of Young Israel, noted that every tefillah that is said on behalf of a soldier will make a difference, regardless of where a person may be in religious observance.

Israeli officials said Monday that the Israel Defense Forces managed to hit a target in Gaza which served as Hamas' arms development site.
"It was a target of high quality, and one of the State of Israel's strategic targets in Operation Cast Lead," a defense source said.
According to intelligence information gathered by the IDF and Shin Bet, the compound near the Islamic college in Gaza was being used as a chemical lab and as Hamas' important explosives lab in Gaza.
The Palestinian group used knowledge delivered from Iran and other places in order to increase the range of its Qassam and Grad rockets and develop advanced explosive devices, mortar shells and other weapons against Israel.
According to preestimations, paralyzing this compound would severely disrupt Hamas' ability to withstand a long battle.
The target was presented as the next "high quality target" in a telephone conversation between Prime Minister Ehud Olmert and heads of the defense establishment, following attacks on a series of other important targets such as Grad launching pads and tunnels bombed Sunday, and the Hamas command attacked on Saturday.
Olmert and Defense Minister Ehud Barak gave IDF Chief of Staff Gabi Ashkenazi approval to launch an airstrike against that target.
The Air Force bombed the compound on Monday night. According to information which has yet to be confirmed, the area was attacked again on Monday.
According to the military's estimates, the compound will not be restored in the near future. Olmert, Barak and Foreign Minister Livni praised the IDF for destroying the target.
"We have been aware of this place for a long time," an army official said. "It was also attacked by Fatah in its battles against Hamas. It's Hamas' chemical lab, a type of Rafael (the Israeli authority for development of weapons and military technology).
"That's where they combined the college's academic knowledge with Hamas' military needs. That's where they increased the rocket range, developed explosive charges, fuses and explosives. There's no doubt that this was a target of high quality, and one of the Air Force and Israeli intelligence's strategic targets in Hamas terrorist infrastructure." |
